The cylinder assembly has support cylinder whose ends are connected to platform and watercraft for raising and lowering platform relative to watercraft. A connector produces articulated connection of support cylinder with watercraft for allowing moving/swiveling of support cylinder. The cylinder assembly has cross cylinder whose ends are connected to watercraft and support cylinder/platform for moving/swiveling of support cylinder around articulated connection. An independent claim is included for method for transferring people and/or objects between watercraft and fixed building.
