The device (1) has first and second receiving units (5, 7) for receiving two fluid substances (3, 4) in two reservoirs (6, 8), respectively. Two pistons (9) are arranged in the reservoirs to exert pressure on the substances. A mixing device (11) is provided for mixing the substances at specific pressure. An outlet of the mixing device is attached to a third receiving unit (16) for filling an empty cartridge (2), where mixing ratio of the substance is exclusively determined based on ratio of areas of the pressing surfaces of the pistons.
