The mechanism has a rotatable eccentric housing (2) arranged along a rotational axis of a shaft (1). A transmission wheel (5) is arranged in the housing eccentric to housing axles and is in intervention with coaxial stored rotatable ring gears (3). A gear (7) is rotatable with the ring gears over the shaft, and another gear (8) is in intervention with the transmission wheel. One of the gears is used as a driving link and/or a driven link based on the application. The driving link is rotatable on the shaft, and the driven link is connected with the shaft in a torque-proof manner. The gears are driven by electromechanical, mechanical, hydraulic, pneumatic or electrical drives.
