The generator has a flat water tank (1) lying on a rocker (2) and comprising rounded-off corners, and a ratchet wheel (7) for converting rocker movements into rotational movements, where the tank is made of steel and displaced by electronically controlled hydraulic cylinders (3, 3a). A tie bar (5) is provided with a hydraulic cylinder, where half of the volume of the tank is filled with water. The ratchet wheel is rotatable to 130 degrees by the tie bar over a rocker power transmission arm (6). Freewheels transfer rotations of the ratchet wheel to a shaft of a flywheel (9).
