The device (1) has an electrical energy rechargeable storage cell (20) electrically connected to an electric generator (30) and to a renewable energy unit and charged by the generator and the renewable energy unit. An electric generator starting and stopping control automatism comprises a measurement unit for measuring electric charge of the cell. The control automatism is utilized to control starting of the generator when the electric charge of the cell is lower than a non-zero predetermined threshold value corresponding to fraction of the maximum electric charge of the cell. The wind turbine is one of aerogenerator and solar panel. An independent claim is also included for a method for producing electrical energy.
