The device (1) has a flexible sleeve (5) for applying a cosmetic product. Two rotation axles (7, 9) are spaced with respect to each other and integrated to an applicator holder (3), where the sleeve is engaged around the axles so as to roll around the axles with respect to the holder. The holder comprises a body selectively moved with respect to a container (11) between a distribution position in which the cosmetic product distribution is authorized by a distribution path (13), and a forbidden position in which distribution of the cosmetic product through the path is prohibited.
