The device has a mooring buoy (2) including a float (7) rotatably fixed with a bottom part of the device. A plate (8) is rotated with respect to the float around a vertical axis (X2) of the buoy. Rotary gripping units (14, 15) are rotated around the vertical axis of the buoy. The gripping units assure continuity of power supply between a feeder (11) at upstream of the buoy and another feeder (12) at downstream of the buoy. Each feeder is equipped with a connector connected with a ship. The plate includes a mooring unit that moors the ship in the plate.
