The device has a disc provided with an internal conical surface (2) and two internal bushings with a dual conical surface. A tube of a post (1) is formed with holes. Attaching slots are provided on an internal wall of the disc. Internal bushings (3) are separated into an upper conical surface and a lower conical surface. A positioning stud is installed in middle of the internal bushings. A circular sleeve of the disc on the internal conical surface is molded in a narrow internal cone part.
