The installation has a modular large-sized barge (B) comprising an inner opening for assembling and constructing an oil recovering and well bore securing device. The securing device comprises a recovering pipe that is extended by a conical absorption pipe. A flexible skirt insulates an oil well, and is extended by a flexible lip whose upper part is a ballast. Multiple modules are connected by networks of cables to ensure resistance in position and to ensure continuity of flow of oil without risk of rupture of sealing. The cables connect successive metal rings.
