The device has a maintaining strap (12) assembled in a case (11) comprising an axle (21). A blocking unit comprises a toothed wheel (33) and a complementary housing, and attains two positions. The axle is blocked in rotation in a blocked position of the blocking unit. The axle is free in rotation in a released position of the blocking unit from a return unit i.e. spiral leaf spring (22), acting on the axle to move back the strap to a state around the axle. Another axle (31) is arranged coaxial to the former axle.
