The system (1) has anchoring units (3) comprising poles secured to bottom of a water body. A network of cables (5) is held between the anchoring units along horizontal directions. Floating devices (6) support photovoltaic panels and are integrated with the cables. The anchoring units comprise sliding elements that slide vertically along the poles. The cables are fixed with the sliding elements. The photovoltaic panels are inclined with respect to a plane of a support structure in a same direction at an angle ranging between 10 and 13 degree.
