The device (1) has a rotor with vertical axis carrying blades (9) inserted between lower and upper reinforcement elements (5, 7). The blades are inflated and arranged to modify the spacing between the reinforcement elements from a deployed position of the device to a folded position of the device, where height of the device in the folded position is lower than height of the device in deployed position. A set of units inflates the blades when the device is in the deployed position and deflates the blades when the device is in the folded position.
