The system has a radio frequency identification (RFID) chip located on a network element. A portable computing device comprises a reader for identifying a geographical positioning unit i.e. global positioning system (GPS). The portable computing device is communicated with a database that is computerized of centralization of information concerning network elements. The portable computing device allows entering, editing and deleting information in the database, where the related information of the network element in the database are linked by the portable computing device. An independent claim is also included for a method for identification and management of a water distribution network.
