The substrate has an upper skin (11) and a lower skin (12) that are separated by a honeycomb type structure comprising a set of tubular cells with a periodic pattern, where the tubular cells have regular or concave hexagonal shape. One of the tubular cells is provided with a damping element (42) occupying an interior of the tubular cell. The damping element is made of polymer material e.g. foam or gel. Each tubular cell has a section in a plane parallel to a main plane of the skins.
