The device has a recover unit recovering a part of impact energy generated by pressure of a heavy moving body in motion on a surface. The recover unit comprises electro-active tiles (10) including a fixed lower part (12) embedded in a pavement and an movable upper part (13) moving with respect to the lower part along a predetermined axis and with predetermined maximal amplitude. The upper and lower parts are connected by a magnetized bar (17) for sliding within an induction coil (18) when the upper part moves relative to the lower part. An independent claim is also included for a method for managing a night lighting of street.
