The device has bottom turbines (4) provided with horizontal deflectors (5). The turbines are connected with alternators. Semi-cylinders are placed in downstream of blades of the turbines. A protection element is placed in upstream of a weir for avoiding flow of floating bodies in a river. Solid grids are placed in upstream of the weir in order to retain the floating bodies. The alternators are rotated by shafts of the turbines. Safety valves are provided with perforated tubes, which are filled with nickel foam.
