PROBLEM TO BE SOLVED: To provide a method in which a light panel using an LED, EL or the like enhanced in small power consumption, a long service life, a thin thickness, and a low price can be normally used usually or can be lit automatically with the maximum illuminance at an emergency power failure due to a disaster or the like, and can be lit with fairly bright luminance for a long time even if lifted up and transported from a charging stand, while a general and new usage proposal is proposed.;SOLUTION: A rechargeable battery to be fitted to a light panel and its controlling device are provided and combined with a charging stand which can be installed at any place. The rechargeable battery is kept in a fully charged state all the time, and even at a power failure or if the rechargeable battery is separated from the charging stand, even in a switch cut off conditions, a relay circuit operates and all unnecessary functions are turned off, and the rechargeable battery and the light panel are directly connected. A dry battery case can be used and lighting will be continued as long as spares are available. At the power failure, a separate circuit works and a structure wherein no failure is caused when returned is proposed. It is very convenient for a restaurant or a shop which cannot be closed at a rolling blackout, since instantaneous lighting can be performed and charging can be done when power is available.
