PROBLEM TO BE SOLVED: To provide a disaster prevention countermeasure cover of a building opening and a vent hole which can be simply attached to an opening and the vent hole, has an attachable/detachable device which is a countermeasure device in flood and landslide disaster and protects property from disaster, and a construction method.;SOLUTION: A disaster prevention countermeasure cover 1 of a building opening and a vent hole, which is attachable/detachable to an opening and the vent hole is installed on the front surface to prevent infiltration of water and sediment from the opening and the vent hole. The disaster prevention countermeasure cover 1 is structurally made into a structure that a hollow rubber packing is pushed with a first formation rib second formation rib overall rib formation strength body, so that ventilation performance has no interference even from water pressure and landslide disaster, the shape and deformation of a building itself, a vent hole material becomes a crimp state to suppress internal breakage from the vent hole and the opening in the landslide disaster as well as to provide waterproof countermeasures.
