PROBLEM TO BE SOLVED: To distribute RT contents, NRT contents and unicast distribution in mixture thereof so as to satisfy the requirements for NRT contents while also securing the quality of RT contents.;SOLUTION: A packet transmission state of unicast distribution within some predetermined time is detected, and a utilization percentage T of multicast distribution is determined. Requirements for RT contents are input, capacity in all RT contents is determined, and it is compared with capacity corresponding to the utilization percentage T. Then, if the determined capacity is found to be larger than the capacity corresponding to the utilization percentage T as the result of comparison, capacity is reset while guaranteeing quality. If the determined capacity is smaller than the capacity corresponding to the utilization percentage T, requirements for RT contents are input, simulation is performed, and if NRT contents are thereby found to be not transmittable, the capacity of RT contents and/or the capacity of NRT contents are adjusted.;COPYRIGHT: (C)2013,JPO&INPIT
