PROBLEM TO BE SOLVED: To provide an apparatus for controlling a thermal recycling plant that can save energy while keeping a thermal recycling plant in a normal state.;SOLUTION: An apparatus for controlling a thermal recycling plant controls a thermal recycling plant that operates an energy-consuming cooling device, circulates a cooled refrigerant, and recycles heat from a loading device. The apparatus for controlling the thermal recycling plant includes: a calculation unit; and a monitoring unit. The calculation unit calculates an appropriate temperature of the refrigerant from optimization calculation in the point of view of minimizing the energy consumption under given conditions. The monitoring unit determines whether or not the loading device has abnormality by monitoring a state of the loading device. The monitoring unit also controls the cooling device to cool the refrigerant to the calculated appropriate temperature or under when a determination is made that the abnormality is present as a result of the monitoring.;COPYRIGHT: (C)2013,JPO&INPIT
