PROBLEM TO BE SOLVED: To provide a method of manufacturing the structure of an electrode catalyst bearing an electrode catalyst having a performance less likely to deteriorate even if a potential cycle including a high potential is performed in an acid electrolyte or an alkaline electrolyte, and to provide a structure of an electrode catalyst, a membrane electrode/gas diffusion layer assembly, a fuel cell and an air battery.SOLUTION: The method of manufacturing the structure of an electrode catalyst includes a step for forming a layer of the powder of a compound having an oxygen reduction activity and not containing a noble metal element by fixing the powder on a substrate, and a step for immersing the substrate on which that layer is formed in a solution produced by dissolving a compound containing a noble metal element into a solvent, and bearing the noble metal on the surface of that layer by an electrodeposition method.
