PROBLEM TO BE SOLVED: To improve a throughput of a terminal device existing at a cell edge without requiring addition of an antenna resource and without lowering frequency utilization efficiency.;SOLUTION: A base station 100 performs scheduling through cooperation with a base station in a cell adjacent to its own cell. A terminal position detection part 107 detects a terminal device existing at a cell edge of the own cell and the adjacent cell on the basis of line quality information obtained from the terminal device. A scheduler 108 allocates a frequency resource or a time resource to the terminal device on the basis of the line quality information. For the terminal device detected by the terminal position detection part 107 and existing at the cell edge of the own cell, a cooperation control part 109 requests the base station in the adjacent cell detected by the terminal position detection part 107 to cooperate by informing the base station in the adjacent cell of the frequency resource or the time resource allocated by the scheduler 108.;COPYRIGHT: (C)2013,JPO&INPIT
