PROBLEM TO BE SOLVED: To provide a cement-based plastic kneaded material that can be readily prepared based on a kneaded material produced in a ready-mix factory using a general material for mortar concrete and exerts an excellent underwater-inseparable property in a high-temperature underwater environment at ≥45°C.;SOLUTION: A cement-based plastic kneaded material is obtained by kneading water, cement, aggregate and an admixture, and comprises, based on 100 pts.mass water, 1.5-10.0 pts.mass in total of at least one of welan gum or diutan gum as the admixture. The cement-based plastic kneaded material has its composition adjusted so that the slump value at 45°C reaches 8.0 cm or larger and smaller than 25.0 cm or the mortar flow value at 45°C reaches 10.0 cm or larger and smaller than 25.0 cm.
