PROBLEM TO BE SOLVED: To identify a vehicle from a plurality of captured images obtained by capturing images of vehicles traveling under various conditions, reduce false detection when detecting abnormality generated in vehicles, and evaluate reliability of the detection results.;SOLUTION: Images of vehicles are captured by a plurality of image pickup devices 12. A storage processing unit 32 of a vehicle abnormality management device 16 acquires image data captured by the image pickup devices 12, and causes an image data DB 43 to store them. An abnormality detecting unit 33: extracts a plurality of image data items that have a same character recognition result of a display site of a vehicle and a same capturing point but that are captured at mutually different timings, from the stored image data; compares, in the plurality of image data items, image data items in which differences in luminance index values of the images of a specific site area of the vehicle are less than a threshold; and detects abnormality generated in the vehicle and a type of the abnormality.
