PROBLEM TO BE SOLVED: To easily register safety information without requiring complicated operation.SOLUTION: A base station which communicates with a mobile terminal receives an emergency occurrence notification which is a notification indicating an emergency has occurred. After receiving the emergency occurrence notification, the base station communicates with the mobile terminal at a timing that the mobile terminal is brought closer to the vicinity of the mobile terminal, and receives an announcement information. The base station generates safety information by associating a specific identifier for identifying the mobile terminal which is included in the received announcement information with the date on which the announcement information is received.
