PROBLEM TO BE SOLVED: To provide an impedance calculation method which makes it possible to grasp the appropriate state of the electrolyte membrane, etc. of a fuel cell.SOLUTION: An impedance arithmetic unit comprises impedance calculation means for calculating the impedance of a fuel cell on the basis of an input current from a current signal line and an input voltage from a voltage signal line connected to the fuel cell, a current delay confirmation unit which checks a current delay, and a voltage delay confirmation unit which checks a voltage delay. If, in a trial measurement, a current delay checked by the current delay confirmation unit is larger than a voltage delay checked by the voltage delay confirmation unit, a delay correction element equal in size to a difference between the current delay and the voltage delay is added to the voltage signal line. Or, if the voltage delay is larger than the current delay, a delay correction element equal in size to a difference between the voltage delay and the current delay is added to the current signal line. Then, the impedance of the fuel cell is calculated by the impedance calculation means.
