PROBLEM TO BE SOLVED: To provide a control system and a control method for a coal burning thermal power plant with a CO₂ recovery device, for appropriately controlling the output of a power generator even when the supply amount of steam to the CO2 recovery device is changed, when a load is changed.;SOLUTION: The coal burning thermal power plant with the CO₂ recovery device includes: a turbine that drives the power generator by using steam from a boiler; and a CO₂ recovery device that receives supply of steam extracted from the turbine and recovers CO₂ included in exhaust gas produced in the boiler by using the supplied steam as a heat source. The control system for the coal burning thermal power plant with a CO₂ recovery device includes a power generation output command correcting means 127 which corrects a power generation output command (MWD) on the basis of a load, in accordance with an index corresponding to the flow rate of steam supplied from the turbine to the CO₂ recovery device.
