PROBLEM TO BE SOLVED: To provide a toy that can easily create a mascot with Teru Teru Bozu (a paper doll to pray for fine weather) shape.;SOLUTION: This toy 1 for creating a mascot M with Teru Teru Bozu shape includes: a core material 34 constituting a head part H; a sheet body 40 with flexibility to be coveringly put on the core material 34; and a string-like member 42 for wringing the sheet body 40 put on the periphery of the core material 34 at the substantially lower end of the core material 34. This toy further includes a holding base 3 that has a pedestal 4 with a bottom mountable on a mounting face, and a support 5 projectingly extending upward from the pedestal 4.
