PROBLEM TO BE SOLVED: To provide a porous electrode base material which has sufficient conductivity and mechanical strength as a porous electrode base material and has high gas diffusion in a direction perpendicular to a surface and in an in-plane direction, and a method for manufacturing the porous electrode base material.SOLUTION: The porous electrode base material is composed of short carbon fibers (A) which are joined one to another by three-dimensional mesh-like carbons (B) to form a three-dimensional cross-connected structure, having 50 m or larger contiguous holes in the plane direction of the structure. Its manufacturing method includes the steps of: laminating a precursor sheet X-1 on an organic fiber base cloth to make it a precursor sheet X-2; processing the precursor sheet X-2 by cross-connection to make it a precursor sheet X-3; laminating a precursor sheet X-4 on the reverse side of the precursor sheet X-3 to make it a precursor sheet X-5; processing the precursor sheet X-5 by cross-connection to make it a precursor sheet X-6; and processing the precursor sheet X-6 by carbonization at a temperature of 1000°C or higher.
