PROBLEM TO BE SOLVED: To accurately perform operation control of an air-conditioning heat source system having outside air cooling by using a mixed integer programming in consideration of outside air conditions.SOLUTION: This heat source control device includes: a measured value database for storing, as time series data, the measured values of outside air conditions and air-conditioning loads of an air-conditioning heat source system measured in predetermined measuring cycles; a time series predicting section for obtaining, as time series data, predicted values of outside air conditions and air-conditioning loads in a predetermined period until the predetermined number of times ahead of the measuring cycles based on the time series data of the measured values; a parameter estimating section for estimating model parameters of heat source equipment based on the time series data of the predicted values; an arithmetic operation section for solving a mixed integer programming question formulated with the operating state of the heat source equipment in every predetermined control cycle as a state variable and with minimization of an operation cost at least in the predetermined period of the air-conditioning heat source system as an objective function, based on the model parameters, to obtain a state variable in at least the following control cycle; and a control section for controlling the operation of the heat source equipment based on the computed result of the arithmetic operation section.
