PROBLEM TO BE SOLVED: To obtain a communication terminal, a communication start control method and program which permit only communication from a particularly necessary party to start without delay.;SOLUTION: When a request for call connection from an originating side device is received, call connection request receiving means 1101 acquires a telephone number of the originator. If a local device is virtually in a turned-off state at this time, the registered content of communication party's virtual turned-off time registration means 1104 is examined, and communication only with the originating side device is permitted when the telephone number that has been registered therein is found.
