PROBLEM TO BE SOLVED: To provide: a transparent electrode for an organic electronic element, achieving both conductivity and transparency, less in deterioration of transparency and conductivity even under high-temperature and high moisture environments, and low in contact resistance with an organic electronic element functional layer; a method for manufacturing a transparent electrode for an organic electronic element, suitable for an ink jet system and also capable of accommodating a volume production; and an organic electronic element including the transparent electrode for an organic electronic element, excellent in emission uniformity, and excellent in emission uniformity, drive efficiency and emission lifetime even under high-temperature and high-moisture environments.SOLUTION: A transparent electrode for an organic electronic element has a polymer conductive layer including a conductive polymer and a non-conductive polymer on a transparent substrate. A surface of the polymer conductive layer has an arithmetic average roughness Ra in the range of 10-100 nm and a maximum height Rz in the range of 50-500 nm, the roughness and the height being measured by a method conforming to JIS B0601 (2001).
