PROBLEM TO BE SOLVED: To achieve a car number recognition method and a car number recognition device with a simple constitution capable of reducing car number recognition errors and shortening a recognition time as a whole.;SOLUTION: A car number recognition device includes: a camera 51 installed outdoors, photographing an image including the number plate of an entering vehicle, and capable of setting the brightness of a photographed image in a plurality of stages; an image processing part 61 for processing the image to recognize a car number of the number plate; an illuminance sensor 52 for detecting an illuminance; and a photographic condition control part 81 for setting the priority order of a photographing parameter. The photographic condition control part sets a priority order of the photographing parameter on the basis of the brightness of a background and a character in the image of the number plate when recognition of the car number is successful. When the elapsed time after the last successful recognition of a car number is equal to or more than a prescribed value, the photographic condition control part performs day and night determination by a calendar function, sets such that a photographing parameter corresponding to the night has the highest priority when it is at night, and otherwise sets the priority of a photographing parameter according to an illuminance detected by the illuminance sensor.;COPYRIGHT: (C)2013,JPO&INPIT
