PROBLEM TO BE SOLVED: To provide a surface temperature estimating device, a surface temperature estimating method, and a dew condensation determination device which can obtain a heat exchanger surface temperature for predicting the generation of dew condensation.SOLUTION: A control device 19 estimates a surface temperature of a heat exchanger 121a based on a temperature of a refrigerant supplied from an outdoor air processing unit 13 and measured by an exit temperature sensor 17 and a temperature measured by a surface temperature sensor 16 arranged on a surface of the heat exchanger 121a. In this way, a heat exchanger temperature suitable for predicting the generation of dew condensation can be obtained. In addition, whether or not the dew condensation occurs in the heat exchangers 121a-121c of chilled beams 12a-12c is determined by comparing the obtained value with an indoor dew condensation temperature measured by indoor sensors 15a-15c, it is possible to predict the dew condensation more properly.
