PROBLEM TO BE SOLVED: To easily, highly accurately, and inexpensively acquire, under an efficient use of a meteorological radar, an amount and distribution of water vapor at a desired area within a coverage thereof, in a water vapor observation device for obtaining the amount or the distribution of water vapor at the desired area within the coverage of the meteorological radar, and the meteorological radar linkable to the water vapor observation device.SOLUTION: The water vapor observation device includes: noise measuring means that measures a level or a phase of noise entering an antenna system of a meteorological radar from the sun, synchronized with a scan performed by the meteorological radar; and conversion means that converts the level or the phase to an amount or distribution of water vapor in the direction of the sun.
