PROBLEM TO BE SOLVED: To correctly notify an earthquake occurrence by preventing false detection of an earthquake.;SOLUTION: An earthquake disaster prevention apparatus 200 stores an alarm condition table 292 in which a plurality of condition values are determined. A seismometer data receiving section 210 receives a plurality of measurements from a plurality of seismometers 101. An alarm necessity determination section 220 compares the plurality of measurements received by the seismometer data receiving section 210 with the plurality of condition values determined in the alarm condition table 292 to determine whether the measurements satisfy a predetermined notification condition on the basis of a plurality of comparison results.
