PROBLEM TO BE SOLVED: To reduce risks of generation of compensation transaction caused by interruption of a work flow in the middle by a system stop of a service provision device.SOLUTION: At least one service provision device (200A to 200N) periodically transmits maintenance information to a service state management device 300. When receiving service request information on a predetermined service from a user terminal 1, a work flow management device 100 transmits transaction information on the service to the service state management device 300. The service state management device 300 determines execution propriety of the transaction on the basis of the transaction information and the maintenance information. When the transaction is unexecutable, an execution disability notification is transmitted to the work flow management device 100. When receiving the execution disability notification, the work flow management device 100 determines the predetermined service is unexecutable.
