PROBLEM TO BE SOLVED: To provide a lightweight and inexpensive sound absorbing structure of a muffler capable of exhibiting stable muffling effect for a long period of time.;SOLUTION: A surrounding mesh 30 forming a cylindrical shape having a diameter larger than that of an inner pipe 10 is arranged at the inner pipe 10 having a hole forming region 10a where many holes are formed so that the surrounding mesh surrounds the hole forming region 10a, and one end of the surrounding mesh 30 is reduced in diameter so as to be fixed to the outer circumference of the inner pipe 10, referring to Figs 5(A), (B). Next, many heat resistant long fibers 21 are spirally filled between the inner pipe 10 and the surrounding mesh 30 by rotating the inner pipe 10 relatively to a nozzle 60 while jetting the many continuous heat resistant long fibers 21 from the nozzle 60, referring to Fig.5(D).
