PROBLEM TO BE SOLVED: To reduce a period in which one processing unit cannot use consumables even if the consumables assumed mounting to the one processing unit and delivered are mounted to an other processing unit.SOLUTION: A control center server 10 comprises: a communication processing part 13 that can receive consumption degree information of consumables of a processing unit and mounting information indicating new consumables which are different from the above consumables are mounted to the processing unit; a toner delivery management part 42 setting delivery time of the consumables of the processing unit based on delivery information set in advance, based on the consumption degree information of the processing unit which the communication processing section 13 has received; and a toner replacement management part 43 setting delivery time of the consumables of an other processing unit in a standard unlike the toner delivery administration 42 when it is estimated that the consumables of the one processing unit delivered based on the delivery time which the toner delivery management part 42 set are mounted to the other processing unit based on a reception situation of the consumption degree information and the mounting information from the one and other processing unit by the communication processing part 13 and relations between the one processing unit and the other processing unit.
