PROBLEM TO BE SOLVED: To provide a touch panel device which prevents erroneous operations to improve operational feeling and allows the reduction of a memory for use, and a touch detection method of a touch panel.SOLUTION: The touch panel device includes: a raw data acquisition unit 31 which acquires raw data in one horizontal line of a touch panel 10A; an average base line calculation unit 32 which calculates, as an average base line, an average value of the raw data in one horizontal line which is acquired by the raw data acquisition unit 31; and a touch detection processing unit 33 which compares the acquired raw data with the average base line with respect to each sensor on the one horizontal line of the touch panel 10A and determines the touch panel to be touched, in the case of the raw data being equal to or larger than a threshold being at a fixed distance from the average base line but determines the touch panel to be not touched, in the case of the raw data being smaller than the threshold.
