PROBLEM TO BE SOLVED: To provide an IC card capable of notifying its operation, a portable electronic device and an IC card operation notification method.;SOLUTION: The IC card comprises: an interface; start means; notification means; and processing means. The interface communicates with an external device. The start means performs start processing by a voltage supplied from the external device via the interface. The notification means notifies that the IC card is ready for operation after the start means performed start processing.
