When transmitting a packet, by referring to the first routing table, a destination virtual router IP address of the packet to be transmitted is identified and it is discriminated whether or not the identified destination virtual router IP address is identical to that of the virtual machine monitor per se. If identical to that of the virtual machine per se as a result of the discrimination, a destination MAC address is translated into a MAC address of the destination virtual machine.
