PROBLEM TO BE SOLVED: To acquire a model constant of a circuit model of a secondary battery by using an apparatus with a more simple configuration without changing a battery state.SOLUTION: A model constant acquisition apparatus 1 includes a power application part 150 for applying power to be changed to positive and negative by the same magnitude to a secondary battery 900 and a model constant calculation part 130 for calculating a model constant of a circuit model of the secondary battery 900 on the basis of a current value and a voltage value of the secondary battery 900 in each of states that response power levels of the secondary battery 900 are different from each other. Since the power application part 150 may be required to apply sine-wave AC power or step power or the like, apparatus configuration can be simplified. Further, the power application part 150 applies power to be changed to positive and negative by the same magnitude to the secondary battery 900, so that more accurate measurement can be performed without changing the state of the secondary battery 900 and a highly accurate model constant can be obtained.
