PROBLEM TO BE SOLVED: To solve such a problem that countermeasures are difficult when an alarm goes off and alarms caused thereby go off in sequence thereafter.;SOLUTION: A monitoring control device has: an alarm occurrence state storage part for recording the name of the alarm received from a route control device; the name of a block generating the alarm, and the identification information of a train on the tracks in the block; a block relationship storage part for recording the geometric connection relationship between a plurality of blocks constituting a rail; an alarm relationship generator for obtaining the name of a first block in which the alarm is generated, referencing the block relationship storage part to specify a second block connected to the first block, referencing the alarm occurrence event storage part to check that an alarm is being generated in the second block, and specifying the second block to be the block causing the alarm generated in the first block; and an alarm cause-and-effect relationship storage part for recording the name of the block in which the alarm is generated and the name of the block causing the alarm.;COPYRIGHT: (C)2013,JPO&INPIT
