PROBLEM TO BE SOLVED: To provide a highly convenient monitoring control system and the comment information registration method of the monitoring control system by reducing the labor of an operator in the case of using comment information.;SOLUTION: When a conditional expression periodically entered by a predetermined time interval in a condition definition file 502 without interposing an operator shows the truth of a logic, a conditional expression execution part 208 automatically creates a necessary screen capture file 301 without interposing an operator. On the other hand, in response to the operator's action of registering a comment sentence, the conditional expression execution part 208 registers the comment sentence, and the relating screen capture file 301 of a monitoring control screen has been already created, and the association of the comment sentence with the screen capture file 301 is supposed to have been completed.
