PPROBLEM TO BE SOLVED: To provide a device and a method for determining the state of a battery, accurately determining an overdischarging alarm by electrical equipment and an overdischarging alarm by dark current of a vehicle by discriminating them from one another in the battery for starting a vehicle engine. PSOLUTION: The load state in an engine stopped state is estimated by measuring the voltage (Vb) of the battery, and a determination value for notifying the overdischarging alarm is changed according to the estimated load state. Thus, wrong issuance of the overdischarging alarm in spite of not being overdischarging can be prevented.
