PROBLEM TO BE SOLVED: To provide a road shoulder snow removal device and a road shoulder snow removal method capable of securing prevention of vehicle accidents due to snow dispersion or poor visibility and securing walking safety of pedestrians by removing snow on both sides of a road safety fence G to expose the road safety fence G from the snow.;SOLUTION: A movable arm 2, which has a base end side 2A pivotally supported and projecting in the lateral direction of a working vehicle H and a tip side 2B over a road safety fence G and vertically rotatable, is mounted on a substrate 1 attached to the working vehicle H. Snow removal blades 4B (4C) for removing snow accumulation S on the outside of the road safety fence G are disposed at the tip 2B of the movable arm 2 via a brace 4A.
