PROBLEM TO BE SOLVED: To provide a device for quantitating difficulty in video image coding to be derived without assuming that quantization precision is constant when coding difficulty in coding obtained by quantitating the difficulty in coding of a video image.;SOLUTION: The device for quantitating difficulty in video image coding includes: a bit amount output part 11 for outputting the amount of bit of a video image to be coded for each attribute of the video image to be coded; a feature amount output part 12 for outputting an average value of quantization width of macro blocks as the amount of feature of quantization parameters for each attribute of the video image to be coded; and a coding difficulty-deriving part 13 for deriving difficulty in coding to the video image to be coded, based on standard variation characteristics indicating a reference relationship between the amount of bit for each attribute of the video image to be coded and quantization parameters, the amount of bit outputted by the bit amount output part, and the feature amount of quantization parameters to be outputted by the feature amount output part.;COPYRIGHT: (C)2011,JPO&INPIT
