PROBLEM TO BE SOLVED: To provide an image discrimination device capable of making a time required for image collation as short as possible and properly collating images.SOLUTION: The image discrimination device includes a characteristic designating part 441 for designating a characteristic portion in a reference master image, a characteristic detecting part 442 for detecting a characteristic portion in a master image, image converting means 443 for converting the master image so as to make the detected characteristic portion coincide with the characteristic portion in the reference master image, a characteristic detecting part 446 for detecting a characteristic portion in a picked-up image, image converting means 447 for converting the picked-up image so as to make the detected characteristic portion coincide with the characteristic portion in the reference master image, and a discriminating part 449 for discriminating whether a designated color portion of the converted master image coincides with a designated color portion of the converted picked-up image, and discriminates that a subject of the picked-up image coincides with a subject of the master image when the discriminating part 449 discriminates the coincidence.
