PROBLEM TO BE SOLVED: To provide an adhesive composition for manufacturing a high water-resistance complex material, which contains lignocelluloses and an inorganic material, and is superior in water absorbency, a moisture-absorbing thickness expansion rate, a moisture-absorbing length expansion rate, bending strength, secondary processability and exfoliation strength.;SOLUTION: This high water-resistance complex material forming adhesive composition contains an organic isocyanate-based compound (A) and polyol (B) whose functional group number is 2 to 8 and whose weight average molecular weight is 60 to 1,000.
